Capital Investment Plan — Premise: <br />The CIP has been prepared anticipating low economic growth and recognizing the impact f • <br />9 g 9 9 p o <br />the great recession on local, state and federal budgets. There are significant uncertainties <br />surrounding the State Budget and the unknown impact on the Orange County Budget. Several <br />recommended projects have been moved further out in the five year plan, in both recognition of <br />the County's relative high debt service, and the impact of a slowly recovering economy. <br />Many of the projects in the CIP include: County Facilities, Water & Sewer Utilities, Parks & <br />Open Space, Solid Waste and Schools which rely on debt financing to fund the projects. The <br />Board will have to consider all of the available financing options for capital projects, including a <br />possible General Obligation Bond referendum for Public Improvements. <br />County Capital — Highlights: <br />The Northern Human Services Center is recommended to be deconstructed and /or demolished <br />in FY 12/13. The County no longer occupies the facility, operating costs are high, and the <br />estimated cost to keep the facility in good condition exceeds $2 million dollars. The current Day <br />Care provider that occupies a part of the facility would be given one year's notice of the <br />County's intent. <br />The development of a campus Master Plan for the Southern Human Services Center is <br />recommended in FY 11/12. Expansion of the facility is moved is moved to FY 15/16 with debt <br />financing recommended as the funding source for the project. • <br />The purchase of land for a new Southwest Branch Library is recommended in FY 11/12. <br />Construction of the new facility is moved to FY 15/16 with debt financing recommended as the <br />funding source for the project. <br />A Link Center geothermal HVAC project is recommended in FY11/12 and is partially funded by <br />ARRA grant funds that must be spent no later than December 31, 2011. The remaining <br />components of the Community Geothermal Project, recommended for funding the following <br />year, will serve the remaining facilities on the "East Campus ", including the Jail, District <br />Attorney's office, Historic Courthouse, Court Street Annex, and the Government Services Annex <br />Park and Open Space needs are addressed near the end of the CIP with several projects <br />moved into the next five years. A General Obligation Bond referendum for Public Improvements <br />may be needed to fund these projects. <br />Schools Capital — Highlights: <br />Elementary # 11 is recommended to be funded in FY 12/13, however $500,000 is <br />recommended in FY 11/12 to fund the deconstruction of existing structures. If the State budget <br />situation improves significantly and there are no significant cuts to education, this project can be <br />moved forward to FY 11/12. <br />• <br />
