The information was reported by the Orange <br />County Department of Emergency Services. The County, as a result of software <br />limitations, was not able to generate other response time information. While average <br />response times are interesting, these data do not provide a clear picture of the actual <br />emergency response within the County. Ideally, the response times should be <br />reported in time segments, such as number and percent of responses within two <br />minutes, four minutes, six minutes, etc. <br />Exhibit 9 provides data for 2007, 2008, and 2009. The average response time <br />for fire response in 2009 was seven minutes and 49 seconds. Average response time <br />for EMS in 2009 was 11 minutes and 24 seconds.
