2 <br />agencies and not included in the Draft STIP are scheduled for reprioritization in 2012. The <br />DCHC MPO must submit to NCDOT any changes (deletions or additions) to its priority list by July <br />NCDOT will apply its strategic prioritization criteria to projects and return the results to the regional <br />agencies prior to DCHC MPO and the Triangle Area Rural Planning Organization (TARPO) <br />submitting their ranked lists of projects to NCDOT. Regional organizations have been asked to <br />submit ranked priority lists by October. <br />Schedule <br />• DCHC MPO anticipates adopting a final 2012-2018 MTIP by May 2011. <br />• Changes to Priority Lists for 2014-2020 TIP to be submitted to NCDOT by July 2011. <br />• NCDOT anticipates adopting the final 2012-2018 STIP by August 2011. <br />The Orange Unified Transportation Board (OUTBoard) reviewed that Draft STIP. The OUTBoard <br />recommends comments submitted in Attachment 3 to be endorsed by the BOCC and forwarded from <br />Orange County to NCDOT and the DCHC MPO. <br />Project Comment Summary <br />The Resolutions contain comments on the following projects. <br />1 TIP Project E-4980, pedestrian bridge on Orange Grove Road over I-40. Orange County <br />urges this project to remain in, and be funded in the 2011-2020 Transportation Improvement <br />Program <br />2 EB-5108, Dairyland Road (SR 1112), Union Chapel Grove Road (SR 1111) to Orange Grove <br />Road (SR 1006), add wide paved shoulders. Orange County requests NCDOT to proceed <br />without delay with the feasibility study scheduled in the 2009-2011 TIP. <br />3 B-5348, Old Greensboro Road ASR 1005), replace bridge number 85 over Phil's Creek. <br />Orange County recommends accelerating this project. <br />4 Project I-0305, widen I-85 to six lanes and reconstruct interchanges and structures. Orange <br />County requests that NCDOT consider comments submitted for previous TIP updates by <br />Orange County regarding the I-85 widening project. <br />5 Projects to alleviate congestion in downtown Hillsborough. Orange County requests that <br />studies be programmed for the following projects to alleviate congestion in downtown <br />Hillsborough: <br />• R-2825, South Churton Street improvements from I-40 to the Eno River; <br />• U-3436, Realignment of the Eno Mountain and Mayo Street intersections with Orange <br />Grove Road; <br />• Anew project to extend Orange Grove Street to US 70 A; and <br />• Anew project to widen NC 86 from US 70 Bypass to NC 57 with intersection improvements <br />at US 70. <br />Please note projects that were shown in previous versions of the STIP as "unfunded" and were not <br />funded in this DRAFT STIP have been removed from the DRAFT STIP document. These projects <br />are scheduled for reprioritization in 2012. Orange County priority projects scheduled for <br />reprioritization in 2012 are noted in Attachment 6. Other projects of interest to Orange County <br />scheduled for reprioritization include: <br />1 TIP Project R-2716, convert grade separation at Mattress Factory Road and I-85/ I-40 to an <br />interchange; and <br />TIP Project I-0305B, widen I-85 to six lanes and reconstruct interchanges east of Lawrence Road to <br />the Durham County Line. (TIP Project I-0305A, widen I-85 to six lanes and reconstruct <br />interchanges from I-40 to Lawrence Road, is scheduled in the Draft STIP for right-of-way <br />acquisition in 2017-2019, with construction to 2020.) <br />
