16 <br />Attachment 4 <br />BACKGROUND <br />Draft STIP and 10-Year Work Program for Orange County (include web address) <br />The North Carolina Department of Transportation (NCDOT) released the Draft STIP, <br />included as years 2012-2018, of its 2011-2020 Work Program to the Metropolitan <br />Planning Organizations, Rural Planning Organizations, local officials and other <br />interested parties for their comment. The ten-year Work Program is financially <br />constrained, and defines clearly what the department will do with anticipated resources. <br />The NCDOT Work Program resulted from transportation reform efforts to make <br />transportation planning and project selection a more transparent process. The 10-Year <br />Work Program contains: <br />• A 5-Year Work Program programmed in the first 5-years of the current 2009- <br />2015 STIP; <br />• The draft 2012-2018 funding program (Draft STIP), and <br />• Remaining 2-years of projects ready to move into the construction phase as <br />anticipated funds become available in the 10-year time frame. <br />Orange County, in December 2008, submitted/requested its priority list of projects for <br />the 2012-2018 STIP through the DCHC MPO and the Triangle Area Regional Planning <br />Organization. <br />NCDOT, in developing the Draft 2012-2018 STIP, used adata-driven approach (the <br />new Strategic Prioritization Process) to rank projects for highways in priority order <br />based on the NC Department of Transportation's goals. Each MPO and RPO <br />established its own criteria for ranking bicycle and pedestrian projects and submitted its <br />top 5 highest ranked bicycle and 5 highest ranked pedestrian projects for NCDOT <br />prioritization. <br />Projects that were shown in previous versions of the STIP as "unfunded" and were not <br />funded in this DRAFT STIP have been removed from the DRAFT STIP document. <br />These projects are scheduled for reprioritization in 2012. Orange County priority <br />projects scheduled for reprioritization in 2012 are noted in Attachment 6. Other projects <br />of interest to Orange County scheduled for reprioritization include: <br />1 TIP Project R-2716, convert grade separation at Mattress Factory Road and I-85/ <br />I-40 to an interchange; and <br />2 TIP Project I-03058, widen I-85 to six lanes and reconstruct interchanges east of <br />Lawrence Road to the Durham County Line. (TIP Project 1-305A, widen I-85 to <br />six lanes and reconstruct interchanges from I-40 to Lawrence Road, is scheduled <br />in the Draft STIP for right-of-way acquisition in 2017-2019, with construction to <br />2020.) <br />
