Orange County Priority List Project Status <br />INFORMATION CONTACT: <br />Karen Lincoln, 245-2594 <br />Craig Benedict, 245-2592 <br />PURPOSE: To consider resolutions providing comments regarding the Draft 2012-2018 State <br />Transportation Improvement Program (STIP). The two resolutions are: <br />1. A Resolution Providing Comments to the North Carolina Department of Transportation <br />(NCDOT) Regarding the Draft 2011-2020 State Transportation Improvement Program Division <br />7 Projects in Orange County; and <br />2. A Resolution Providing Comments to the Durham-Chapel Hill-Carrboro Metropolitan Planning <br />Organization (DCHC MPO) Transportation Advisory Committee (TAC) Regarding the Draft <br />2012-2018 Metropolitan Transportation Improvement Program (MTIP). <br />BACKGROUND: Federal Planning Rules (23 CFR § 450.216) require that each State "develop a <br />statewide transportation improvement program (STIP) for all areas of the State", including the <br />Transportation Improvement Programs (TIP) created by Metropolitan Planning Organizations <br />(MPOs). The 84-page Draft MTIP is available on the County website. Attachment 5 provides <br />background information on the MTIP and changes to the STIP proposed in the MTIP. <br />The STIP must contain all projects that will use federal aid highway funds. The Federal Rules require <br />the STIP to cover a period of no less than four years and be updated at least every four years. State <br />law (§ 1436-350(f)(4)) requires the Department of Transportation to adopt a seven year <br />Transportation Improvement Program. Attachment 4 includes the Draft STIP for Orange County and <br />background information regarding its development. <br />NCDOT updates the STIP every two years. The next update starts this year with submittal of local <br />priority projects to MPOs and Rural Planning Organizations (RPOs) to be ranked in the regional <br />priority lists submitted to NCDOT.
