Dawn Blanchard, representing the Orange County Charter School as chairperson of their
school board, said that she has been working with the school since May of last year. They are proud of
their principal, teachers and volunteers. They support the school and feel that it will make a difference.
They will use any money allocated for items they need like a bus, computers, playground equipment and
upfitting costs for their new building.
Heidi Allen and Bennie Williams, members of the Board of Association of Quality Schools,
said that the School in the Community Charter school has been good for them. They are both juniors
and they desperately need a facility. They have 70-80 students and have no additional space for more
students. They need funding for a facility.
Martha Haswell said that she has children in two charter schools and serves as the President
of the Village Charter School PTA. The students get individualized instruction that they were not able to
get from the Chapel Hill/Carrboro City Schools. She is concerned that the public money for kids in our
schools is being withheld from the Charter Schools. They are underfunded. They need desks,
blackboards, a school bus, etc. They cannot expand because they don't have a facility large enough for
expansion. She is asking that the money allocated to the students in the Chapel Hill/Carrboro City
Schools be allocated to them. She would appreciate the County Commissioners considering a
percapita amount for their students.
Patrick Mulkey, resident of Bingham Township, said that there is a fourth option for relocating
the senior center which is to relocate to the old SaveACenter in the Carrboro Plaza. This is on the
busline with ample parking and centrally located. He pointed out the organizational chart for Orange
County and at the top of that chart are the people who said no to the bond issue for renovations for
County buildings including a senior center.
Chair Brown said that this public hearing will be held open for written comments until a
decision is made at either their April 21 or May 6 Board meetings.
A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to hold
open the public hearing until a decision is made by the County Commissioners.
VOTE: UNANIMOUS
8.
