The Board considered proclaiming April, 1998 as Fair Housing Month. <br /> Eileen Kugler presented this proclamation. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to <br /> approve the proclamation as stated below: <br /> PROCLAMATION <br /> FAIR HOUSING MONTH <br /> WHEREAS, April, 1998 marks the thirtieth anniversary of Title VIII of the Civil Rights Act of 1968, the <br /> Federal Fair Housing Act, which provides for equal opportunity for all people in the sale, <br /> rental and financing of housing, and prohibits housing discrimination on the bases of race, <br /> color, religion, sex, age or national origin; and <br /> WHEREAS, the Fair Housing Amendments Act of 1988 added familial status and handicap to those <br /> classes protected by Title VIII and added strong new rights, remedies, monetary penalties <br /> and judicial enforcement procedures; and <br /> WHEREAS, the Orange County Board of Commissioners enacted the Orange County Civil Rights <br /> Ordinance on June 6, 1994 which affords to the residents of Orange County the protections <br /> guaranteed by Title VIII and additionally encompasses the protected classes of Veteran <br /> status and age; and <br /> WHEREAS, in spite of the protections afforded by the Orange County Civil Rights Ordinance and Title <br /> VIII as amended, illegal housing discrimination still occurs in our nation and in our county; <br /> NOW, THEREFORE, do we, the Commissioners of Orange County, proclaim the month of April, 1998, <br /> as FAIR HOUSING MONTH and commend this observance to all Orange County citizens. <br /> VOTE: UNANIMOUS <br /> e. Equal Pay Day <br /> The Board considered proclaiming April 3, 1998, as Equal Pay Day. Commissioner Gordon <br /> read this proclamation. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to <br /> approve the proclamation as stated below: <br /> PROCLAMATION <br /> WHEREAS, April 3, 1998 has been nationally established as Equal Pay Day in commemoration of the <br /> continuing efforts to gain full equity for women in pay and in all other privileges of life as guaranteed by <br /> the U S Constitution to citizens of this free country; and <br /> WHEREAS, the Orange County Commission for Women advocates to improve and promote the status of <br /> Women, and supports the County's consideration of a living wage for all of its citizens; and <br /> WHEREAS, there remains much work to be done to bring to fruition our promise that all persons are <br /> created equal; <br /> NOW THEREFORE, the Orange County Board of Commissioners hereby recognizes last Friday, April 3, <br /> 1998, as Women's Equity Day in commemoration of the struggle that women continue to advance <br /> towards achieving equity in pay, a living wage and equal opportunity for all citizens in Orange County, <br /> regardless of gender. <br />
