RESOLUTION <br /> Whereas, Orange County desires to dispose of surplus, confiscated and abandoned property in a <br /> manner prescribed by North Carolina State Law, <br /> Whereas, Orange County has given its own departments and funded agencies the opportunity to <br /> acquire this property prior to its disposal, <br /> Whereas, Orange County has determined that public auction would be the most equitable way to <br /> dispose of surplus, confiscated and abandoned property and at the same time produce the most revenue <br /> for the County <br /> NOW, THEREFORE, BE IT RESOLVED THAT: <br /> The Orange County Board of Commissioners do authorize the Director of Purchasing and Central <br /> Services to conduct a public auction of these surplus and confiscated items as listed in the agenda on <br /> May 16, 1998, The auction to be held at 10:00 a.m. at the Orange County Public works Department and <br /> to be conducted on an as is, highest bidder basis, The auction will be conducted by Phillip Walker <br /> Auctions. <br /> FURTHERMORE, BE IT RESOLVED THAT: <br /> The Orange County Board of Commissioners do hereby authorize the Director of Purchasing and <br /> Central Services to sign over the title of those vehicles being sold at auction so that ownership may pass <br /> to the buyer and to direct the clerk to the Board of Commissioners to send notice of such authorization to <br /> the North Carolina Division of Motor Vehicles and do hereby authorize, the Director of Purchasing and <br /> Central Services to make the necessary adjustments in inventory for items listed and items that have <br /> been stolen, salvaged, or destroyed or mistakenly placed in inventory. <br /> VOTE: UNANIMOUS <br /> 9. ITEMS FOR DECISION - REGULAR AGENDA <br /> a. Joint Agreement for Water Quality Improvements and New Position <br /> The Board considered entering into an agreement with the N.C. Department of Environment <br /> and Natural Resources and the U.S. Natural Resources Conservation Service, and amending the <br /> classification and pay plan to establish a new conservation specialist position, salary grade 65 ($25,312- <br /> $40.244), to provide water quality technical assistance to farmers in an effort to reduce nitrogen <br /> discharged into the Neuse River. <br /> Don Cox, member of the Soil and Water Conservation Board, said that this position is funded <br /> jointly by the Federal Government and the State. He introduced Mr. Tom Jones from the State <br /> Department of Environment and Natural Resources who explained how the funding would be available <br /> for five years. <br /> A motion was made by was made by Commissioner Halkiotis, seconded by Commissioner <br /> Carey to (1) authorize the Board Chair to sign the joint agreement, subject to final review by County staff <br /> and the County Attorney, (2) establish a new permanent full-time Conservation Specialist position, <br /> subject to continuation of funds from the N.C. Department of environment and Natural Resources and <br /> the U.S. Natural Resources Conservation Service, and (3) amend the Orange County Classification and <br /> Pay Plan to change the existing class title of conservation Technician to Conservation Specialist and to <br /> change the salary grade from Salary Grade 63 to Salary Grade 65. <br /> VOTE: UNANIMOUS <br /> b. Request for Impact Fee Reimbursement - UCC Living Centers, Inc. <br /> The Board considered approval of an impact fee reimbursement in the amount of$120,000, <br /> to United Living Centers, Inc. <br />
