Orange County Information Technologies <br />another tool, the Public Notice Sheet Application will feed resulting new PINS and initial <br />attributes to the PIN Application database. <br />PIN Index - The PIN Master Index is the official real property index of all recorded documents <br />in the Reamer of Deeds Office that describe Imd —The_ creation- md_use oftho_PINJoxlhese__ - -_ - - <br />purposes is governed by the General Statutes and described in the County's user manuals. This <br />includes an ordinance approved by the Orange County Board of Commissioners in 1982. The <br />PIN in Orange County has been used for these purposes for 30 years: parcel identity, parcel <br />indexing, and situs addressing. This new application will have to interface with the Register of = <br />Deed's existing indexing system, AMCad. (Currently, this interface is through creation, <br />exchange and processing of XML files, but we're looking into having AmCad redevelop their <br />interface so that it's more of a SQL to SQL dialog between the two databases.) <br />PIN Maintenance -- The PIN Application will manage basic land data and status for the <br />Assessor and other offices. This will include real property ownership with owner's mailing <br />address, the transfer of property ownership, the parcel's situs address, and various Land features 1 <br />used by the Assessor and other offices (legal description, parcel size, tax ID(s), jurisdictional TD, <br />tax status, PIN status, and tax types). Most PIN creations, referenced above, will be via <br />application functions subdividing and combining real property with associated ownership and <br />geographic feature data provided by recorded documents and GIS. <br />PIN Query - The PIN Application requires an intuitive and dynamic query functionality. It must <br />serve public staff, real property professionals, and citizens in both a in -house and web <br />environment. Land Records, appraisal, and revenue staff will have query access in their <br />maintenance functions and public. Many of these queries will serve as interfaces with other <br />documents, but we need a robust query system for public researches and internal use. <br />Worksnaee - The PIN Application will allow some data fields to be automatically input directly <br />from other applications (See the PIN Application Data Model for specific fields and the System <br />Diagram for a visual depiction), some will be manually keyed, while others will require user <br />verification prior to automate input. For those fields requiring validation, we propose the PIN = <br />Application have a "workspace" where such data requiring validation are queued up for Land <br />Records staff to review and then based on that review, Accept, Edit, Hold or Cancel. See the Use <br />Cases for more detailed description of this functionality. <br />Information that Patriot Needs: <br />1.
