Orange County Information Technologies <br />Project Name: <br />Orange County PIN Application Project <br />Project Managers: <br />Kristen O'Connor - Patriot Properties <br />Anita Sundaram -- Orange County <br />�tevision Dame: ------- <br />1GIay75,S2009 -= KO - - - - -- -------------------- <br />Project Scope: <br />Implement a PIN Application for Orange County that will be an <br />functionally enhanced replacement of their current legacy application and <br />provide more flexibility for the County and for the public users. The <br />objective is to not mimic the legacy version but to create a new <br />application that takes advantage of any desired core concepts of the - <br />legacy system enhanced by new technology and allows the County to <br />perform their work more efficiently. There will be three basic <br />components available in the PIN Application System (PAS): (1) a PIN <br />master index of all real property recorded documents and their associated <br />data including converted data of the existing PIN index dating back to <br />March 1, 1981, built upon a interface with AMCAD, the Register of <br />Deed's proprietary existing indexing system; (2) a parcel maintenance <br />system that creates and edits all past, present and future property and ' <br />property ownership records that will be used by the Assessor in the new _ <br />CAMA system for real property appraisal and the creation and <br />maintenance of tax billing files for the Revenue Director's NCPTS <br />system, all ownership changes will take place in the PIN Application (no <br />ownership chances will take place in AssessPro); and (3), a parcel <br />query /report system that will have the capability of (a.) providing a hard <br />copy backup to the PIN Master Index of Real Property documents as <br />required by law, (b.) provide a view or hardcopy of both an individual = <br />property data report and a warranted view or hardeopy of the PIN Real <br />Property Index for staff and citizens Patriot would like to use the online <br />property record card for the property data report that is requested by a tax <br />customer.; (c.) provide query as a desktop and web enabled capability <br />(The County has a standard web model that will be followed. And the <br />production database wil t be mirrored) for staff, for the public and for land <br />research professionals. - <br />The County side will be a permission based application and will <br />allow certain users the right to maintain land records by creating <br />and updating the records. The public tuner application will allow <br />the user to access land records in a view only format. There will be <br />certain advanced research capabilities and reports available for <br />public and county users. This module will interface with <br />AMCAD, NCPTS, GIS, and AssessPro. <br />PIN Application Philosophy The PIN Application is a database that uses a PIN as the primary <br />record, and then stores attributes of that PIN.
