I- <br />0 <br />External Interface Requirement Specification <br />addition, the Relief Code is updated on the abstract, along <br />with the Primary Residence Value (which populates the <br />"Real Property Residence Value" on the abstract's real <br />property record). If the Relief Code already exists on the <br />abstract, a message is generated to the log. The status on <br />the abstract is changed to "Ready For Billing ". <br />7. For Parcel Tax Districts record types: <br />7.1 If any of the following fields are not populated, an error is <br />generated to the error log, and the record is skipped. All <br />subsequent records (of this type) with the same Parcel Number and <br />Year For are skipped and written to the error log. <br />• Parcel Number <br />• Year For <br />• Tax Year <br />• District Code <br />7.2 If an abstract with the input record's Parcel Number — Year For <br />combination is not found in NCPTS, an error is generated to the <br />error log, and the record is skipped. All subsequent records (of this <br />type) with the same Parcel Number and Year For are skipped and <br />written to the error log. <br />7.3 If. the District Code already exists for the abstract but the <br />percentage changed, the percentage is updated. <br />7.4 If the District Code does not exist for the abstract, the new district <br />is assigned to the parcel's situs address. <br />7.5 The status of the abstract is changed to "Ready For Billing ". <br />1.2.2 Alternative Flows <br />1. NCPTS expects another separate set of extract files, separate from the <br />extract files described in Section 1.2.1 Basic Flow above, for handling <br />ownership transfers. This second set of extract files should contain the <br />following T record layout to indicate ownership transfers have occurred after <br />the parcel has been billed in NCPTS (i.e. if the ownership transfer occurs for a <br />parcel/year for combination post July 1St of the year that the parcel was to be <br />billed in): <br />Record <br />type <br />Field <br />sequence <br />Field <br />Format <br />Description <br />Parcel <br />1 <br />Parcel No <br />X(25) <br />Parcel number used for <br />Primary <br />primary matching <br />Data <br />purposes.
