SM, <br />External Interface Requirement Specification <br />• Parcel Number <br />• Year For <br />• Taxpayer ID <br />4.2. If an abstract with the input record's Parcel Number — Year For <br />combination is not found in NCPTS, an error is generated to the <br />error log, and the record is skipped. All subsequent records (of this <br />type) with the same Parcel Number and Year For are skipped and <br />written to the error log. <br />4.3. The input record's Taxpayer ID is matched with an NCPTS owner <br />record. <br />4.3.1. If one is found, it is then matched to the NCPTS abstract <br />record. If the owner exists on the abstract, the percentage <br />ownership is updated (if present on the input record). If the <br />owner does not exist on the abstract, it is added, along with <br />percentage ownership (if present on the input record). If <br />the account type is changed, the account type is updated for <br />the owner. Since owner name may exist elsewhere in <br />NCPTS in the form used on the NCPTS abstract, owner <br />name changes for existing taxpayer IDs are not <br />automatically changed in NCPTS. A message is written to <br />the error log and the user may view the log, and if required, <br />make the necessary changes manually. <br />4.3.2. If one is not found, a new owner record is created, and the <br />abstract is updated with the new owner information. A <br />message is written to the error log to alert users that <br />additional ownership information may need to be added <br />online to complete the owner record. If a new owner is to <br />be created and the Account Type on the input file is blank, <br />the record is skipped, an error record is generated to the <br />error log, and all subsequent records (of this type) with the <br />same Parcel Number —Year For — Taxpayer ID combination <br />are skipped. <br />4.4. Once all Parcel Other Owner records for the current Parcel and <br />Year For have been updated, the (non -null) percentage ownership <br />values for the abstract are totaled, and if they do not equal 100 %, <br />an error is generated to the error log. In addition,' a warning <br />message will appear on the abstract screen when it is launched, <br />indicating that the percentage ownership does not add up to 100 %. <br />4.5. The status of the abstract is changed to "Ready For Billing ". <br />For Parcel Solid Waste record types: <br />5.1 If any of the following fields are not populated, . an error is <br />generated to the error log, and the record is skipped. All <br />subsequent records (of this type) with the same Parcel Number and <br />Year For are skipped and written to the error log. <br />Parcel Number <br />Private and Confidential — Not for Public Distribution <br />
