If the abstract status is <br />"Ready For Billing ", it is changed to "Ready For Billing ". <br />3.5.3.1 If the taxpayer ID is changed, the NCPTS owner <br />information is matched to the new taxpayer ID. If <br />it does not exist, a new owner record is created, <br />using the name and mailing address from the input <br />record. If a new owner is to be created and the <br />Account Type on the input file is blank, the record <br />is skipped, an error record is generated to the error <br />log, and all subsequent records (of all types) with <br />the same Parcel Number — Year For combination <br />are skipped. If it does exist in NCPTS and the <br />mailing address on the input file does not exist for <br />the new taxpayer ID, it is added to the owner <br />record and attached to the abstract. <br />3.5.3.2 If the taxpayer ID is not changed, but the mailing <br />address is changed, the new mailing address is <br />added to the owner record and attached to the <br />abstract. <br />3.5.3.3 If the taxpayer ID is not changed, but the account <br />type is changed, the account type is updated for <br />the owner. <br />3.5.3.4 Since owner name may exist elsewhere in NCPTS <br />in the form used on the NCPTS abstract, owner <br />name changes for existing taxpayer IDs are not <br />automatically changed in NCPTS. A message is <br />written to the error log, and if necessary can be <br />changed manually. <br />3.6 If the update flag is "V ", the abstract status is set to "Void" and a . <br />message is written to the error log. <br />3.7 If the update flag is "X ", a message is written to the error log, <br />indicating that the parcel abstract is identified for deletion and the <br />abstract status in NCPTS is set to "Void". User may then view the <br />log and review the details on the voided abstract. If needed, user <br />may un -void the abstract and make other changes such as creating <br />a new abstract with personal properties that may have existed on <br />the abstract that was voided. <br />4. For Parcel Other Owner record types: <br />4.1. If any of the following fields are not populated, an error is <br />generated to the error log, and the record is skipped.
