3> iis External Interface Requirement Specification
records (of all types) with the same Parcel
Number — Year For combination are skipped.
3.5.3 If it is not a change in ownership, the abstract is updated
using the data on the input record. If the abstract status is
"Ready For Billing ", it is changed to "Ready For Billing ".
3.5.3.1 If the taxpayer ID is changed, the NCPTS owner
information is matched to the new taxpayer ID. If
it does not exist, a new owner record is created,
using the name and mailing address from the input
record. If a new owner is to be created and the
Account Type on the input file is blank, the record
is skipped, an error record is generated to the error
log, and all subsequent records (of all types) with
the same Parcel Number — Year For combination
are skipped. If it does exist in NCPTS and the
mailing address on the input file does not exist for
the new taxpayer ID, it is added to the owner
record and attached to the abstract.
3.5.3.2 If the taxpayer ID is not changed, but the mailing
address is changed, the new mailing address is
added to the owner record and attached to the
abstract.
3.5.3.3 If the taxpayer ID is not changed, but the account
type is changed, the account type is updated for
the owner.
3.5.3.4 Since owner name may exist elsewhere in NCPTS
in the form used on the NCPTS abstract, owner
name changes for existing taxpayer IDs are not
automatically changed in NCPTS. A message is
written to the error log, and if necessary can be
changed manually.
3.6 If the update flag is "V ", the abstract status is set to "Void" and a .
message is written to the error log.
3.7 If the update flag is "X ", a message is written to the error log,
indicating that the parcel abstract is identified for deletion and the
abstract status in NCPTS is set to "Void". User may then view the
log and review the details on the voided abstract. If needed, user
may un -void the abstract and make other changes such as creating
a new abstract with personal properties that may have existed on
the abstract that was voided.
4. For Parcel Other Owner record types:
4.1. If any of the following fields are not populated, an error is
generated to the error log, and the record is skipped. All
subsequent records (of this type) with the same Parcel Number and
Year For are skipped and written to the error log.
Private and Confidential — Not for Public Distribution
