Commissioner Hemminger said that she does not know who filled this out. She would
like to hear from this board on an annual basis. The County Commissioners need to know
what is going on with this board.
Frank Clifton said that the Board of County Commissioners has the statutory authority
to appoint the chair of this board as of October 2011.
Commissioner Hemminger suggested inviting the ABC Board to come to the County
Commissioners annually to report on what is going on.
The Board agreed.
Chair Pelissier asked Commissioner McKee to tell the chair of the ABC Board to
handle the contents of the reports.
Commissioner Hemminger said that she would take care of that communication since
she was the last one on the ABC Board.
Animal Services Advisory Board:
Commissioner Jacobs made reference to page two at the top. He read, "it should be
noted that the Board has become a sounding board in their review of animal related policies or
issues raised by citizens." He asked if they had been discussing the complaints about how
the cats are being treated at the animal shelter.
Gwen Harvey said that a presentation was made at the last Animal Services Advisory
Board by a citizen and she and the Animal Services Director will be meeting with Ms. Cutson
to provide some neutral feedback through the Manager to the Board.
Commissioner Jacobs said that one of the emerging issues is placement partner
agreement. He does not understand what this is.
Gwen Harvey said that it is forthcoming in the Manager's Memo. She said that this is a
formal relationship in writing between animal rescue organizations and the department.
Arts Commission:
Donna Baker said that an email went out today about direction for this board.
Chair Pelissier said that she would have liked to see more substantive concerns in the
future.
Board of Health
The Board agreed to continue to meet with this board.
Board of Social Services:
The Board agreed to continue to meet with this board.
Visitor's Bureau:
Frank Clifton said that one of the problems with this board is that there are issues to be
brought to the Board of County Commissioners, but this board does not want to because it
may cause loss of funds. Orange County contributes a lot more money to this than the other
entities.
Commissioner Foushee said that this issue has been raised many times when she
attended these meetings. Her experience is that the other entity that has the tax is not going
to pay anymore than it is now.
Commissioner Jacobs said that Chapel Hill has just recently increased its contribution
from $135,000 to $180,000. This took a lot of lobbying of other council members. He thinks
that there needs to be a discussion about the relationship because there is confusion about
whether this is an independent entity.
