A motion was made by Commissioner Crowther, seconded by Commissioner Carey to approve <br />and authorize the chair to sign a contract between the Department of Emergency Management and Orange <br />County Raceway. <br />VOTE: UNANIMOUS <br />e. Dry Run - Preliminary Plan <br />The Board considered a proposed preliminary plan for the Dry Run subdivision. The property is <br />located in the northwest corner of Hillsborough Township 600 feet south of Kenion Road, 900 feet west of <br />North Carolina Highway 86 North. The current zoning is Agricultural Residential and Upper Eno Protected <br />Watershed. Ten new residential lots are proposed from the total acreage of the tract which is 17.40 acres, <br />Commissioner Gordon made reference to the impact statement and noted that the County loses <br />money on a development such as this because the housing cost is below $100,000. <br />A motion was made by Commissioner Crowther, seconded by Commissioner Carey to approve <br />the Dry Run preliminary plan in accordance with the resolution of approval located in the permanent agenda <br />file in the Clerk's Office. <br />VOTE: UNANIMOUS <br />g, Construction and Demolition Facility Site Search Process <br />The County Commissioners considered a request from the Landfill Owners' Group that a C&D site <br />search process, as outlined in the report in the agenda, be approved. <br />Chair Brown clarified that this is an effort to move forward and to seek other sites for C&D before <br />considering use of the Greene Tract for this purpose. <br />John Link noted that if they do not find a site, it will put pressure on the LOG to use the Greene <br />Tract. <br />Commissioner Gordon questioned whether the Greene Tract will be used as a last resort and felt <br />a cutoff date on this site search should be set with the Greene Tract as a last resort option. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to approve <br />the recommendation of the LOG to search for other sites or locations for a construction & demolition disposal <br />facility in Orange County from now until May 30, with a report back to the LOG in June. <br />VOTE: UNANIMOUS <br />9. ITEMS FOR DECISION - REGULAR AGENDA <br />a. Impact Fee Reimbursement Policy <br />The Board considered approval of a revised impact fee reimbursement policy for housing <br />development agencies. <br />John Link gave an overview of the information in the agenda. Tara Fikes outlined the changes in <br />this policy. Geoffrey Gledhill made reference to the pros and cons as listed in the agenda and expanded on <br />several of these. <br />Commissioner Gordon and Commissioner Carey made suggestions for changes. These are <br />incorporated into the policy as stated below in these minutes. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Carey to approve the <br />Impact Fee Reimbursement Policy for Affordable Housing as stated below: <br />IMPACT FEE REIMBURSEMENT POLICY CONCERNING <br />AFFORDABLE HOUSING FOR LOW INCOME INDIVIDUALS <br />Guiding Principles for the Policy: <br />1. Reimbursements made under this policy must satisfy the public purpose requirement for spending County <br />money.
