Whereas, Orange County has benefited significantly and in many ways from Marvin Collins' hard work, <br />dedication and integrity. <br />Now, Therefore, Be It Resolved, that the Orange County Board of Commissioners does hereby honor <br />Marvin Collins and express its appreciation for his service and contributions to the citizens of Orange County. <br />This is the 4t" day of March 1998. <br />VOTE: UNANIMOUS <br />2. ADDITIONS OR CHANGES TO THE AGENDA <br />The Board deleted item 9e "Revocation of preliminary plan for University Manor, Phase I" <br />3. CITIZEN & AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda <br />Chair Brown stated that citizens who have indicated a desire to speak on an item that appears on <br />the printed agenda will be recognized at the appropriate time. <br />b. Matters not on the Printed Agenda - NONE <br />PUBLIC CHARGE <br />Chair Margaret Brown dispensed with the reading of the public charge. <br />4. BOARD COMMENTS <br />Commissioner Halkiotis expressed a concern about the availability of a firing range for law enforcement <br />in Orange County. There is a firing range on Old 86 but there are many issues that need to be addressed. <br />Many of our law enforcement officers must go out of the County for firearm training. Law enforcement <br />officers are interested in having their own firearm range in Orange County. A firing range for law <br />enforcement was included as part of the Rural Education Center study done in 1987. He said that he will <br />bring back an agenda item for further discussion of this issue. The County has $55,000 for the Rural <br />Education Center and Chapel Hill has $10,000 designated for a training facility. <br />Commissioner Halkiotis referred to a for sale sign in Efland for 63 acres of residential land owned by <br />Duke University and is in a Public Interest District (PID) area. He wants to know if Duke University pays <br />taxes on this land or if it is part of their holdings which are nontaxable. The Manager will investigate and <br />report back. <br />Chair Brown announced that she, John Link and Ken Chavious went to the LGC and received approval <br />for the money they requested for the Skills Development Center renovations. <br />The Board was informed that their scheduled meeting with the Town of Carrboro for March 31 will need <br />to be canceled because Carrboro cannot meet on that date. It was decided to leave that date open for a <br />possible work session on solid waste. Carrboro suggested meeting April 29 and it was determined that this <br />was not a good date for several of the County Commissioners. <br />5. COUNTY MANAGER'S REPORT - NONE <br />6. RESOLUTIONS/PROCLAMATIONS <br />a. Women's History Month <br />The Board considered a proclamation recognizing March as Women's History Month in Orange <br />County. <br />Deborah Van Dyken, Chair of the Commission for Women presented and read the proclamation.
