7. PUBLIC HEARINGS - NONE <br />8. ITEMS FOR DECISION - CONSENT AGENDA <br />A motion was made by Commissioner Crowther, seconded by Commissioner Carey to approve those <br />items as stated below: <br />a. Classification Plan Amendment - Tax Appraisal Positions <br />The Board approved a new classification and pay plan amendment establishing a new class of <br />Appraiser 1, salary grade 65, $25,312-$40,244; changing the title of the existing Real Property Appraiser <br />class at salary grade 69, $30,766-$48,920, to Appraiser II; and, changing the salary grade of the existing <br />class of Chief Appraiser at salary grade 74, $39,264-$62,431, to salary grade 71, $33,920-$53,933. <br />b. Budget Ordinance Amendment #5 <br />The Board approved a proposed budget ordinance amendment and grant and capital project <br />ordinances to provide matching funds for grants received by the Department on Aging, Health Department <br />and Cooperative Extension Service, and to provide funds for a change order at the Southern Human Services <br />Center as presented in the agenda and attached to these minutes on pages <br />c. Impact Fee Reimbursement - Habitat for Humanity <br />This item was removed for separate consideration at the end of the Consent Agenda. <br />d. Criminal Justice Partnership Program (CJPP) Discretionary Grant Acceptance <br />The Board accepted a discretionary grant from the N.C. Department of Correction in the amount of <br />$245,880. <br />e. Freedom house - Home Program; Criminal Justice Partnership Program (CJPP) <br />The Board approved a HOME Program development agreement and a Criminal Justice <br />Partnership Program (CJPP) performance agreement with Freedom House Inc., to provide funding for the <br />construction of transitional housing units with support services on Airport Road in Chapel Hill. <br />f. Criminal Justice Partnership Program (CJPP) Implementation Contracts <br />The Board approved and authorized the Chair to sign contracts with Orange/Chatham Alternative <br />Sentencing, in the amount of $159,941, for continuation of the pre-trial release program and the development <br />of a day reporting center for offenders sentenced to intermediate sanctions. The programs would be funded <br />by a grant from the N.C. Department of Correction, Criminal Justice Partnership Program. The grant was <br />accepted by the Board Dec. 1, 1997. <br />q Department of Transportation State Funds to Support Rural General Public <br />Transportation <br />The Board approved applying for and accepting $15,111 in special State funds for rural public <br />transportation and authorizing the chair to sign an agreement with the N.C. Department of Transportation for <br />fiscal year 1997-98. <br />h. Department of Transportation State Funds for Work First and Employment <br />Transportation <br />The Board approved applying for and accepting $7,845 in special State operating funds <br />designated for Orange County and $10,000 of demonstration project funds to support Work First/employment <br />transportation needs. <br />i. SeniorNet Computer Learning Center <br />The Board approved and authorized the Chair to sign an agreement with SeniorNet to establish <br />and operate a computer learning center at the Chapel Hill Senior Center for a minimum of two years at a cost <br />of $10,000, $1,000 of which would be provided by SeniorNet and $9,000 by Bell South. <br />L Property Valuation Changes <br />The Board approved requests for changes of property valuations as presented and as <br />incorporated in these minutes by reference. <br />k. Property Tax Refunds <br />The County Commissioners approved requests for tax refund as listed below in accordance with <br />N.C.
