Attachment 4 is a <br />powerpoint presentation produced by the FHWA that gives an overview of the transportation <br />conformity process including tasks, agency roles /responsibilities, and required documents. <br />The State Transportation Improvement Program (STIP) is the planning document for the rural <br />areas outside of Metropolitan Planning Organization boundaries. Metropolitan Planning <br />Organizations (MPO) within the Triangle Ozone Nonattainment Area must adopt Long -Range <br />Transportation Plans (LRTPs) that have been approved for air quality conformity by the Federal <br />Highway Administration (FHWA) and EPA. <br />The DCHC MPO Transportation Advisory Committee (TAC) held a public hearing on August 25th <br />regarding the attached draft of the DCHC MPO 2030 Long -Range Transportation Plan <br />(Attachment 5). Attachment 6 is a summary of comments received prior to the public hearing. The <br />TAC released the draft LRTP for public comment on June 23rd, and will accept comments until <br />September 22 "d. The TAC will review a final draft of the plan on September 22 "d, and anticipates <br />adopting the LRTP September 29, 2004. <br />FINANCIAL IMPACT: There is no direct financial impact associated with this item. Depending on <br />the fiscal analysis, local jurisdictions may have to develop funding sources for needed projects that <br />are not covered by existing revenue sources. <br />RECOMMENDATION(S): The Administration recommends that the Board receive the report on <br />Air Quality Conformity process and Draft 2030 DCHC Long -Range Transportation Plan. <br />
