HUD now proposes a Cooperative Agreement to <br />cover the Federal Fiscal Year (FFY) 2004. During FFY 2003, HUD and the Department entered <br />into a Cooperative Agreement for $50,000. For FFY 2004, the Department applied for and was <br />awarded a Partnership Initiative Grant in the sum of $100,000 to increase outreach and access <br />to fair housing related services for limited English proficient communities and other underserved <br />communities, thereby tripling the Cooperative Agreement Award. <br />HUD's Cooperative Agreement includes payment for case processing, training, administration <br />and education and outreach and activities that affirmatively further fair housing and the Fair <br />Housing Act as Amended. HUD engages local agencies with enforcement power to carry out <br />HUD's duties thereby increasing the scope and impact of the Fair Housing Act. <br />FINANCIAL IMPACT: HUD proposes that the Department of Human Rights and Relations <br />receive a total of $153,000 - $100,000 for the Partnership Initiative, $15,000 for Administrative <br />Costs, $29,000 for training and $9,000 for case processing. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Assistance <br />Award/Amendment to the HUD Cooperative Agreement and authorize the Chair to sign to the <br />agreement, subject to the approval of the County Attorney. <br />
