Arts Commission <br />3. The Orange County Arts Commission and Chatham Arts co-sponsored aone-day workshop <br />on Studio Tourism for visual arts on August 29, 2004. This workshop focused on ways <br />artists can make their studios/studio tours more "tourist" friendly, how artists can market their <br />studios/studio tours more effectively, and offer new ways to maximize studio/studio tour <br />benefits for artists. A $25 admission fee was charged. The North Carolina Arts Council, via <br />a FY 2004-05 Management Technical Assistance Grant, has agreed to contribute half the <br />presenter's $1,500 fee, or $750 to this event. This budget amendment provides for the <br />receipt of $750 from the North Carolina Arts Council to be used for the above stated <br />purpose. (See Attachment 1, column #3) <br />Sheriff Department <br />4. The Orange County Sheriff Department has received additional funds from the ABC Board <br />over and beyond the annual budgeted contract amount for FY 2004-05. These funds, <br />totaling $22,555, will be used to purchase a vehicle and radio for the department. Since the <br />beginning of the ABC contract in 1982, the department has asked the ABC Board every 3-4 <br />years to purchase a vehicle for the department. The last vehicle purchased with additional <br />ABC Board funds was in FY 2000-01. This fiscal year, they have agreed to provide funds <br />for a vehicle and radio. This budget amendment provides for the receipt of these funds. <br />(See Attachment 1, column #4) <br />Solid Waste Enterprise Fund <br />5. On August 17, 2004, the Board of County Commissioners approved vehicle financing of two <br />recycling trucks totaling $287,178 for the Solid Waste Enterprise Fund's rural curbside <br />recycling program. These trucks will be purchased through 59-month installment financing, <br />which spreads the cost of the equipment over its useful life, reduces the amount of cash <br />needed upfront for the purchase, and takes advantage of the low interest rates available <br />because of the County's excellent credit ratings. Sufficient funds are allocated in the Solid <br />Waste Management Department's FY 2004-05 operating budget to cover the first annual <br />principal and interest payments. This technical amendment provides for the receipt of the <br />proceeds from the loan as revenues, as well as the offsetting expenditures for these <br />vehicles. (See Attachment 1, column #5) <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners <br />approve the attached budget ordinance amendments. <br />
