Stephens, ext 2528 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider approval of a contractual agreement with the Chapel Hill-Carrboro <br />City Schools to continue public library services at the Charles and Lucille McDougle Middle and <br />Elementary Schools. <br />BACKGROUND: In November 1994, the Orange County Board of Commissioners (BOCC) <br />approved a contract, which included a partnership between the Chapel Hiil-Carrboro City <br />Schools (CHCCS), the Hyconeechee Regional Library, and Orange County, to establish a <br />branch library in Carrboro. The library has been operational since May 1, 1995. The contract <br />was renewed in 1996 with atwo-year renewal period. <br />The BOCC established a Carrboro Library Workgroup during 2004 to examine issues relative to <br />the operation of the McDougle branch as well as the proposed Carrboro Cybrary, and to report <br />its findings and recommendations to the BOCC in time for the FY 2004-2005 budget process. <br />The Workgroup made its report to the BOCC on April 20, 2004 and recommended approval of a <br />revised library services contract, consistent with the provisions of the attached proposed <br />contract. That contract has been scheduled for consideration by the Chapel Hill-Carrboro Board <br />of Education at their September 2, 2004 meeting. <br />FINANCIAL IMPACT: The proposed contract provides for an increase of $17,000 in the <br />Carrboro Library budget for FY 2004-05 to cover extended operating hours for the McDougle <br />library ($6,500), additional compensation to CHCCS for technology support ($500), additional <br />janitorial services ($5,250) and related library materials ($4,750). Funding to support these <br />service changes in the contract was approved as part of the FY 2004-05 budget adopted by the <br />BOCC. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the contract and <br />authorize the Chair to sign it, subject to final review by staff and the County Attorney. <br />
