Clifton, County Manager <br />FROM: Gwen Harvey, Assistant County Manager <br />SUBJECT: Rezoning Petition -Proposed Carrboro Library <br />DATE: February 21, 2011 <br />This memorandum is to update the BOCC on actions taken and underway <br />regarding the proposed Carrboro Library. In October the BOCC authorized <br />County management to obtain an option on an undeveloped 2.69 acre parcel <br />located at 210 Hillsborough Road in Carrboro for the purpose of building a <br />library. The parcel adjoins Carrboro Elementary School to the east, fronting on <br />Hillsborough Road and Shelton Street. The parcel is currently zoned R-10 and <br />the County seeks rezoning to B-2-Conditonal Zoning District to allow for <br />development of a future library. The County option expires April 20, 2011. <br />Following exploratory meetings with Town of Carrboro Management and <br />Planning, and submittal of a draft narrative to Planning for courtesy review <br />(November-January), a preliminary assessment with the Carrboro Development <br />Review Team occurred the first week in February. The County project team filed <br />a formal rezoning petition to Town Planning on February 4, 2011. On February <br />15, the Board of Aldermen received the Town Planning report and set a public <br />hearing date for the rezoning petition of March 22, 2011. <br />The County project team has held an informational meeting with the Pastor and <br />Day Care Director of the Carrboro United Methodist Church, situated at the rear <br />of the school parking lot, with church van parking and meeting space on Shelton <br />Street. The team has also met with the Principal of Carrboro Elementary School, <br />which fronts on Shelton Street, to present the proposal and related background. <br />On the basis of the Principal's suggestions, project team members will be <br />presenting at the Parent-Teacher-Student Association (PTSA) meeting on March <br />1 and the School Improvement Team (SIT} on March 11. There was evidence of <br />shared benefits between school programs and library functions. Project team <br />members have a meeting scheduled on February 23 to meet with Chapel Hill- <br />Carrboro City Schools (CHCCS) Support Services to further review the library <br />proposal. <br />Cc: Carrboro Library Proiect Team <br />S.
