Moon, <br />Thank you for the landmark designation report for the ibfurphey School. We have reviewed it and offer the following <br />comments in aecordatnee with North Carolina General Statute 160A- 400.6. <br />Constructed in 1923, the Murphey School is architecturally significant and representative of the movement toward <br />consolidated schools in North Carolina during the early twentieth century. The building is remarkably intact and <br />retains notable architectural features, including an imitation terra cotta file roof, a 1936 auditorium built as a Works <br />Progress Administration (WIPA) project, and the original teacherage. We have reviewed the report and find it to be <br />complete, providing the Orange County Historic Preservation Commission with information sufficient to find that <br />the Rfu>_phey School has the requisite special significance and integrity for local landmark designation. <br />Landmark designation means the community recognizes this building as an important historic resource worthy of <br />Preservation. Any substantial change in design, inaterials, and appearance are subject to the design review procedures <br />of the Commission. The owner may apply for an annual deferral of fifty percent of the property taxes for as long as <br />the property is designated and retains significance and integrity. <br />Please note that, if the Council wishes to extend the Commission's authority to significant interior features, the owner <br />must give consent and the designation ordinance must specify the particular features subject to review and describe <br />the nature of the Commission's design review authority over them. <br />Tliank you for giving us the opportunity to comment on the report. Our comments are advisory only. Once the <br />necessary public hearing or hearings have been held, the Council may proceed with the designation decision.
