allow more local food production and less truck transportation miles that would otherwise be <br />needed to deliver food products to local markets from distant production centers. <br />These funds supplement equipment funds granted through the Tobacco Trust Fund ($98,552), <br />the Specialty Crops Fund Grant ($79,950), and the RAFT Fund Grant ($28,819). Grant funds <br />allocated to the Project for equipment total $400,421. <br />Staff utilized the specifications that had been developed by Corley Redfoot Zack, the project <br />architect, and solicited bids on Orange County Bid # 367-276 for both new and used equipment. <br />Bids were only submitted .for new equipment. Due to the fact funding is coming from the <br />American Recovery and Reinvestment Act, additional procedures had to be included in both the <br />bid solicitation and during installation of the equipment. Attached is a tabulation for seventeen <br />items. Four companies submitted bids. Staff believes it is in the best interest of Orange <br />County to purchase these seventeen items from two vendors. <br />The County subsequently issued Bid #1614 for used equipment -two large walk-in coolers and <br />two walk-in freezers. Quality Refrigeration of Winston Salem, North Carolina submitted the only <br />responsive bid for the coolers and freezers that utilizes used panels with new cooling/freezer <br />units. The total amount of the bid is $96,691 which includes delivery and installation. Staff is <br />also currently seeking used equipment for stainless steel sinks and tables. Staff believes that <br />utilizing quality used equipment will offer savings without sacrificing performance.
