If those conditions are to be imposed on quasi- <br />public or private property, then the ordinance has to be changed. <br />Commissioner Gordon said that she will have to bring this up at the public hearing <br />because that is quite a difference. <br />Craig Benedict further clarified that if the private properties put public safety facilities on <br />the towers, then they do not have to go through a special use permit. <br />Commissioner Jacobs said that since the County adopted the ordinance, the County <br />has not seen a tower greater than 150 feet. <br />Chair Pelissier said that Craig Benedict can flag this for something to discuss during <br />Phase 2 of the UDO. <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Hemminger to approve the proposed February 28, 2011 Quarterly Public Hearing legal <br />advertisement including the suggestions made by Commissioner Gordon. <br />VOTE: UNANIMOUS <br />6. Public Hearings <br />a. Orange County Consolidated Housing Plan Update <br />The Board received comments from the public regarding the housing and non-housing <br />needs to be included in the Annual Update of the 2010-2015 Consolidated housing Plan for <br />Housing and Community Development Programs in Orange County and proposed uses of <br />2011-2015 HOME funds. <br />Housing and Community Development Director Tara Fikes said that the purpose of this <br />public hearing is to receive comments regarding housing and non-housing needs to be included <br />in the annual update of the 2010-2015 Consolidated Housing Plan for Housing and Community <br />Development Programs in Orange County. Contained within this plan are four goals that the <br />County is working towards in addressing affordable housing community. There are four goals <br />with the update: <br />1) Provide decent and affordable housing for lower-income households <br />2) Provide housing and services for homeless populations <br />3) Provide housing and services for special needs populations <br />4) Increase capacity and scope of public services <br />The second part of the public hearing is to receive comment on the proposed use of <br />$733,000 in HOME funds anticipated in the coming year. This is a HUD funded program and <br />allows activities such as property acquisition, new construction, housing rehabilitation, and <br />rental assistance. An application form has been designed for agencies who are interested in <br />accessing these funds. The form is available in all local government offices -County and <br />Towns -and is also available on the website. The deadline for submitting applications for <br />HOME funding is February 28tH <br />PUBLIC COMMENTS: <br />Susan Levy, Executive Director of Habitat for Humanity, handed out DVDs from the 25tH <br />anniversary celebration. Commissioner Foushee spoke on the County Commissioners' behalf. <br />She reviewed a summary of the past year's activities. She said that Habitat hopes to assist the <br />County in meeting Goal #1. Habitat for Humanity has continued to provide affordable housing, <br />despite the economy, by forming partnerships with employers like UNC, UNC Healthcare, <br />Orange County Schools, and with the faith communities. Volunteers are used to keep the costs <br />
