Unified Development Ordinance (UDO) -Continuation of November 22, 2010 public 3 hearing: The November 22, 2010 public hearing was continued to February 28, 2011 to 4 give the public more time to review the proposed document. 5 6 The public hearing draft of the UDO is available on the Planning Department's website at: 7 http://www.co.orange.nc.us/planning/UDO.asp. A paper copy is available for public review in 8 the Planning Department office located at 131 W. Margaret Lane, Suite 201 in Hillsborough, 9 NC during regular business hours (Monday -Friday 8 a.m. to 5 p.m.). A paper copy is also 10 available for review during the regular hours of each of the following libraries: Orange 11 County Main Library in Hillsborough, Chapel Hill Library in Chapel Hill, and the Carrboro 12 Cybrary in Carrboro. 13 14 Pur ose: To receive additional citizen comment on the Unified Development Ordinance 15 (UDO). 16 17 2. Master Telecommunications Plan Map: In accordance with the provisions of Section 6.18 18 Telecommunication Towers and Equipment and Section 6.18.5 Master Telecommunication 19 Plan of the Orange County Zoning Ordinance, the County proposes the adoption of the 20 Master Telecommunications Plan (MTP) Map. The purpose of the MTP is to identify 21 potential properties where telecommunication providers are encouraged to develop, 22 redevelop, modify, or expand telecommunication facilities. The plan is further intended to 23 illustrate an efficient distribution of telecommunication facilities that will benefit the public at 24 large. The MTP Map, once adopted, may be modified on an annual basis at the February 25 Quarterly Public Hearing. 26 Properties identified on the MTP Map may include: 27 • Public sites (i.e. County or government owned property), 28 •Quasi-publicly owned property (i.e. volunteer fire departments, public utilities, etc), 29 and 30 • Private property where current owners have expressed a formal interest to the 31 County in locating telecommunication towers. 32 The draft MTP Map is available on the Planning Department's web site at 33 http://www.co.orange.nc.us/planning/index.asp. There are currently ten proposed properties 34 located on the MTP Map. Current owners may make a request to have their properties 35 added to the map by submitting a formal application to the Planning Department. All 36 applications require apre-application meeting. Submittal of requisite technical design plans 37 is necessary before an application is found to be complete. 38 The proposed MTP Map identifies potential location(s) for telecommunications facilities 39 including locations that serve, or may be required to serve, the public safety and information 40 technology telecommunications network.
