APPROVED 6122198 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />BI-MONTHLY WORK SESSION <br />OCTOBER 30, 1997 <br />The Orange County Board of Commissioners met in regular session on Thursday, October 30, 1997 <br />at 7:30 p.m. in the meeting room of the Government Services Center in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair William L. Crowther and Commissioners Margaret <br />W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen H. Halkiotis. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />AGENDA <br />1. CLOSED SESSION <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to go into <br />closed session for the purpose of Attorney-client Privilege by authority of G.S. Section 143-318.11(a)(3). <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Carey, seconded by Commissioner Brown to <br />reconvene into regular session. <br />VOTE: UNANIMOUS <br />2. SOLID WASTE MANAGEMENT ISSUES <br />a. Chronology of major steps in solid waste deliberations from September 1996 to the <br />present <br />In answer to a question from Commissioner Gordon, County Attorney Geoffrey Gledhill <br />explained that effective with the 1995 amendment to the Solid Waste Act, every local government in North <br />Carolina was responsible for filing and having approved by the State a solid waste management plan within <br />their own jurisdictions. The important thing about this law was that it made the State responsible for the <br />entire solid waste business. Each city is responsible for its solid waste in its jurisdiction and the County is <br />responsible for the unincorporated areas including the transitional areas. This act focuses on cooperation <br />locally and regionally to deal with solid waste. <br />Commissioner Gordon clarified that what it means in Orange County is that all four <br />jurisdictions have equal responsibility for handling the trash in their jurisdiction. <br />b. Information needed on the operational and financial structure of the present landfill operation <br />c. Further deliberation on the community benefits <br />Finance Director Ken Chavious explained that the enterprise fund is in good financial <br />condition. They have reserved funds for equipment, site development and other capital improvements. <br />Commissioner Gordon mentioned that for the business to stay self-supporting, trash must be <br />taken in and by encouraging recycling, the waste steam is reduced. <br />John Link noted that reducing the amount of tonnage coming in would not change the fixed <br />cost which means that the tipping fee would need to be increased to cover the recycling effort. <br />Commissioner Halkiotis feels that the County cannot guarantee to maintain the same number <br />of people and the same level of equipment for landfill operations if a transfer station is built.
