Southern Orange Senior Center <br />August 16, 2004 <br />Attachment A <br />Scope of Project <br />The project is the construction of a +/- 25,000 SF facility to house the functions of the Southern Orange <br />Senior Center. The construction is to include all required site improvements on a site currently owned by <br />Orange County on Homestead Road in Chapel Hill. The site currently is also supporting the existing <br />Southern Orange Human Services building. <br />The budget for the project is $3 million - to include design services, building and site construction, <br />furnishings and equipment, material testing and surveying, approvals and permits. <br />The site selected is part of a larger parcel owned by Orange County. It is in the northeast corner of the <br />site adjacent to both the existing entry drive and Homestead Road. The site is moderately sloping, falling <br />fourteen feet in the area suggested for the building location. The site is currently wooded with a mix of <br />predominantly hardwoods with some pines along Homestead Road. For the purposes of this proposal, it <br />is assumed that all major utilities required for the construction and operation of this facility are available <br />either from the entry drive or on Homestead Road. <br />Scope of Services <br />The services delivered for this project will include architecture, civil engineering, structural design, <br />mechanical, electrical and plumbing design. Augmenting these disciplines will be cost consulting, <br />acoustical design, interior design and consulting for sustainable design directed at LEEDS certification. <br />This proposal includes full commissioning for the mechanical, electrical and plumbing systems. It is <br />exclusive of a full LEEDS certification. <br />The architect will coordinate his services with the civil engineer in obtaining the required use permits from <br />the jurisdiction of Chapel Hill and the soil and erosion control permits from the jurisdiction of Orange <br />County. It is understood as of this writing that the parcel is currently encumbered by a Special Use Permit <br />achieved for the existing Southern Human Services Building. The required permitting for this facility will <br />be a modification of that Special Use Permit. The expected duration for a modification of a SUP is 9-12 <br />months. Expedited review may be requested for a public property that reduces the review time. The <br />expedited review does not eliminate any of the process requirements. It does move the project through <br />the process faster in that it is required to be reviewed by staff as a priority item and set first on every <br />commission agenda. <br />It is understood that the design process for this project will include public information meetings to be <br />coordinated and facilitated by the architect in concurrence with Orange County agencies involved in the <br />management and construction of the project. <br />
