Balloon tests are not conducted as part of the adoption of the Master <br />Telecommunication Plan map as there are no applications associated with the Plan. <br />As previously indicated, the Plan is merely a marketing tool where staff tries to direct <br />providers in locating towers. <br />Balloon tests will be completed for properties denoted on the Plan as long as they are <br />not considered to be administratively approved under the provisions of the Ordinance <br />(i.e. refer to Section 6.18.1) <br />3. Previous opinions issued by the former County Attorney have indicated that the <br />County cannot issue itself a Special Use Permit given the problem of guaranteeing a <br />fair and impartial hearing. In those instances where the County elects to erect towers <br />on their property, passed legal opinions have indicated that such activities would be <br />classified as a `Government Facilities and Office Buildings' on the existing Table of <br />Permitted Uses of the Ordinance, which is allowed in virtually all zoning districts as a <br />permitted use of property (i.e. administratively approved by staff j. <br />
