As a <br />member of Preserve Rural Orange, Citizens for Responsible Growth and <br />the Haw River Assembly, I am extremely concerned that this document is <br />not just "organizing" land use development regulations but could be <br />fundamentally changing the way development is conducted in this County. <br />I don't believe the general public nor architects like myself, have <br />been made aware that this document introduces "conditional zoning <br />districts" and "conditional uses." There is no public understanding <br />that the Planning Board intends to eliminate the Special Use Permit <br />which provides the residents of Orange County special protections. <br />There has been no discussion as to the impact this new process will <br />have on the rural buffer and extraterritorial districts in Chapel Hill <br />and Carrboro. <br />
