59 <br />Article S: Development Standards <br />Section 6.14: Stormwater Management <br />(3) Offset payment fees and calculation methods are determined by the <br />North Carolina Department of Environment and Natural Resources, <br />Division of Water Quality (NCDWQ) as approved by the North Carolina <br />Environmental Management Commission. The total amount of offset <br />payment will be calculated pursuant to the current fee schedule and <br />calculation methods listed in section 15A NCAC 026.0240 "Neuse River <br />Basin — Nutrient Sensitive Waters Management Strategy: Nutrient Offset <br />Payments" of the North Carolina Administrative Code (NCDWQ's "Red <br />Book "). <br />(D) Permanent Niltrogen Nutrient Export Reduction Best Management Practices <br />Permanent On site Nitrogen G. peFt Red.detiArt- --BMPs The following on -site <br />BMPs may be utilized for reducing nitFG@en nutrients from new developments: <br />(1) Wet detention ponds <br />(2) Constructed wetlands <br />(3) Open channel practices <br />(4) Riparian buffers <br />(6) Bioretention <br />(6) Or others approved by NCDWQ744 <br />(E) Total Nutrient Removal Rates <br />Total nutrient removal rates of stormwater BMPs and BMPs in a series will be <br />credited and calculated pursuant to the current edition of the North Carolina <br />Division of Water Quality's Stormwater Best Managetent Practices Manual <br />(Stormwater BMP Manual). To receive full nutrient reduction credit, design <br />standards must follow those outlined in the Stormwater BMP Manual. Variances <br />from the design standards may be allowed as approved on a case by case basis. <br />6.14.8 G�tng -Peak Runoff Volume 745 <br />(A) Standard <br />For all new development, there shall be no net increase in peak flow leaving the <br />site from the predevelopment conditions for the 1 year, 24 hour storm. <br />(B) Exemptions to the Peak Flow Requirements7.. <br />(1) Peak flow requirements are waived for development that meets the <br />following criteria: <br />744 Per OC stormwater division to ensure compliance with state regs <br />745 SW Ord Section 6(D) except as indicated, modified as shown <br />7415 SW Ord Section 6(E), 'Exemptions' only <br />Orange County, North Carolina — DRAFT Unified Development Ordinance Page 6 -150 <br />
