Page 6 -65 <br />(4) and (5) indicate that the Planning Director, or designee, shall maintain lists of plant types that are <br />preferred and not permitted, respectively. The CFE recommends referencing specific lists maintained by a <br />reputable organization, such as the North Carolina Native Plant Society [See http: / /www.ncwildflower,org /]. <br />If it is preferable for the Planning Director to keep the list, it could still indicate the source(s) of that list (such <br />as the NC Native Plant Society). The CFE would be happy to provide further guidance/comment. <br />14. Page 6 -66 <br />Under (E) Maintenance, (1) and (3) appear to contradict one another. Whereas (3) states that required <br />landscaping must be replaced "any time" it is no longer living or existing on a site, (1) states that vegetation <br />needs replacement if it dies within a year of planting. As <br />noted in Comment #6 (above) we cannot assume that people agree on the meaning of this term. Page 6 -67 <br />The term "opacity" is used in (E) (3) and (F) (1). We recommend defining the term or using a more <br />descriptive term unless the Planning staff considers it common knowledge among typical users of the UDO. <br />1 <br />17. Page 6 -69 <br />Under (B) the requirements for Between Lot Plantings should take into considerations the desire of some <br />homeowners to use solar panels that require openings in their southern exposure. This will become more <br />desirable as more and more people install solar panels as a source of energy for residential use. <br />18. Page 6 -76 <br />Under (C) Buffering Neighborhood Uses, (3) "West Ten" should be West Ten Road; and in (5) "interstate <br />buffers" should be interstate highway buffers; and also in (5) "interstate frontage" should be interstate <br />highway frontage. <br />1 <br />19. Page 6 -77 <br />The meaning of (8) is confusing. What about trees greater than 12" dbh? Should it say "Trees with a <br />caliper of at least 6 " -12" should be considered for reservation. "?
