<br />Based on Direction from the Board, staff assumed aphased-in "4th R" fee calculated to fund 25% of the Sanitation Division's operation in the
<br />first two years, rising to 50% funding in the third year and continuing to fund 50% of SWCC system needs for the remainder of the period of
<br />analysis. A small increment of growth in the number of residential units is factored into the fee level calculations.
