Revised Financial Analysis Report <br />including Financial Forecast <br />INFORMATION CONTACT: <br />Gayle Wilson, 968-2885 <br />Willie Best, 245- 2308 <br />PURPOSE: To present the Solid Waste Planning Work Group recommendation regarding <br />• future Solid Waste Convenience Center design, operations, and financing, revised per guidance <br />provided by the Board at the November 2010 Work Session. <br />BACKGROUND: As part of the Work Group's efforts related to development of a State required <br />3-Year solid Waste Plan Update, the issue of convenience centers figured prominently. The <br />Work Group discussed in considerable detail the issues of the general role of these centers in <br />the county looking forward, and associated .issues of design, operation, hours, location and <br />financing. Residents were provided opportunities to offer input and numerous comments and <br />suggestions were considered throughout the Work Group's deliberations. The resulting <br />recommendations were presented to the Board of Commissioners and are provided in the <br />attached November 18 Agenda Report. <br />The Work Group recommendation included: <br />• A total of 5 sites in a "District/Neighborhood" arrangement <br />o Two larger District centers at Walnut Grove and Eubanks that contain a full <br />complement of services including addition of hazardous waste collection at Walnut <br />Grove site <br />o Three smaller Neighborhood centers at Bradshaw Quarry, Ferguson and High <br />Rock that have fewer services <br />• Design outcomes that include: <br />o Efficiency improvements from compaction <br />o Site improvements to increase diversion opportunities, improve safety, eliminate <br />• vermin, increase efficiency, reduce maintenance <br />o Addition of new recycling materials and improved salvage sheds <br />o Safety/ADA improvements <br />• Operations that include: <br />
