MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JUNE 30, 1997 <br />The Orange County Board of Commissioners met in regular session on Monday, June 30, 1997 at 7:30 <br />p.m. in the meeting room of the OWASA Operations Center in Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair William L. Crowther and Commissioners Margaret <br />W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen H. Halkiotis. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDING TAPES OF THE <br />MEETING WILL BE KEPT FOR FIVE u YEARS. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />John Link added two items to the consent agenda --item MM for Authorization for Purchasing Director <br />to Award Bid for improvements to the tennis courts at Orange High School and item NN for a Pyrotechnics <br />permit for the Abundant Life Church. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to delete item 9-D <br />"Adoption of the 1997-98 Commissioners' Goals" from the agenda and bring back in August. <br />VOTE: UNANIMOUS <br />Item 9-C will be considered as the first item on the Decision Agenda. <br />2. AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda <br />Chair Crowther stated that citizens who have indicated a desire to speak on an item on the printed <br />agenda will be recognized at the appropriate time. <br />b. Matters not on the Printed Agenda <br />Keith Cook, Chair of the Orange Community Housing Corp. said that the bond referendum amount <br />of $1.8 million was the recommendation from the Capital Needs Task Force. Since that time, a group of <br />people have come together to talk about total needs for affordable housing. They focused on providing <br />affordable housing for people who make a salary of between $16,000 to $24,000. They have determined <br />that the total amount they need is a little over $4 million dollars. These groups want to provide housing for <br />those who work in Orange County and live outside of the County because they can't afford to live in Orange <br />County. He asked the Board to consider the $4 million amount for the bond referendum. <br />PUBLIC CHARGE <br />Chair Crowther dispensed with the reading of the public charge. <br />3. BOARD COMMENTS <br />Commissioner Halkiotis said that he attended Hillsborough's Hog Day and is totally convinced that <br />without the Orange County Recreation and Parks Department, Public Works and Health Department, that thi: <br />event could not happen. What he did not like was the total disregard for recycling can containers. He does <br />not feel that the County needs to be involved with any group that does not practice recycling. He asked that
