Commissioner Brown has no problem with the Efland portion but needs more specifics on what it <br />will accomplish. As for expanding it to other water and sewer needs, we have not talked about this before <br />and she is not aware of what OWASA is talking about. <br />Commissioner Gordon feels we need to stay with the $1.2 million for the Efland Sewer because <br />we have not thought about how to handle other needs. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to include in <br />the bond package $1.2 for the Efland Sewer. <br />VOTE: UNANIMOUS <br />SCHOOLS <br />Commissioner Brown asked what can be done about cost overruns and what can be done to stay <br />within the monies allocated for a specific project. <br />Commissioner Halkiotis said that we are at a crossroads - 50% of the County's budget is going to <br />the schools and there are other needs in this county. <br />Ms. Kost distributed information on different bond packages for the two school systems. They <br />showed $24 million for Chapel Hill-Carrboro City Schools and $23 million for Orange County for a total of $47 <br />million. <br />Commissioner Brown has a problem with putting $3 million on the bond for cost overrun for <br />Chapel Hill high and asked that the architect attend our August meeting and let us know why this happened. <br />She also expressed a problem with including site development costs when these are being paid by the <br />developer. <br />A motion was made by Chair Crowther, seconded by Commissioner Halkiotis to approve a bond <br />package of $47 million for schools. <br />proposal. <br />Commissioner Gordon asked that they recess for five minutes to allow her time to consider this <br />NO VOTE WAS TAKEN ON THIS MOTION <br />CHAIR CROWTHER RECESSED THE MEETING UNTIL 7:30 P.M.
