This would provide some <br />flexibility. <br />Bob Jessup, Bond Counsel, said that the proceedings for the bond notice of intent needs to <br />specify an amount of money. The bond documentation would not spell out the projects. When you sell the <br />bond, the Board would need to decide where the money should go. We are working toward a number but <br />that does not tie the Board into any particular amount or position. <br />A motion was made by Commissioner Carey, seconded by Commissioner Gordon to include in <br />the bond package $1.8 million for affordable housing. <br />VOTE: UNANIMOUS <br />Commissioner Halkiotis spoke in support of a megapark somewhere between Hillsborough and <br />Chapel Hill . This would address the concerns of providing park facilities for Chapel Hill and Carrboro. <br />Commissioner Brown agreed with these comments. She feels that the county needs to purchase and <br />acquire property for a future park. She feels that the County should do phase I of the Efland Park which <br />amounts to $600,000. She supports $1.5 million for parks in Chapel Hill , $3 million for parkland acquisition <br />and $1 million for the northern park project. This bond package would total $6.1 million. <br />Commissioner Carey indicated he would not support $6 million for parks because he feels it would <br />be too much of a tax increase for the citizens of Orange County. He supports the $600,000 for the Efland <br />Park. <br />Commissioner Halkiotis said that the vision is to purchase the land. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to include in <br />the bond package $6 million for parks. <br />VOTE: AYES, 4; NOS, 1 (Commissioner Carey) <br />COUNTY BUILDINGS AND SENIOR CENTERS <br />Commissioner Gordon asked about property owned by the Town of Chapel Hill for senior center <br />sites and was told that County Engineer Paul Thames will be working with the Town of Chapel Hill on this <br />possibility. <br />Mr. Thames said that there is enough land at the Community Center site near University Mall to <br />locate an 11,000 square foot senior center. They may need to move some of the park ballcourts around. <br />The cost would be $1.6 million for an 11,000 square foot center. <br />Commissioner Gordon supports building a new Chapel Hill senior center. Also, we may want <br />other bond money for other senior centers. She suggested $2 million for county buildings as specified and $1 <br />million for county buildings or senior centers. <br />Commissioner Brown talked about the need to upgrade our own county facilities. She listed some <br />of those needs for The Whiffed Center. Also, the main recreation and parks facility needs air conditioning <br />A motion was made by Chair Crowther, seconded by Commissioner Halkiotis to include in the <br />bond package $4.6 million for county facilities and senior centers. <br />VOTE: UNANIMOUS <br />EFLAND SEWER EXPANSION <br />Chair Crowther asked that this item be viewed as a public health emergency fund and the amount <br />adjusted to $2.4 million. <br />Commissioner Halkiotis said that the $1.2 million will complete the remaining portion of phase 1 <br />and all of phase 2.
