WHEREAS, Orange County may need to further regulate and control solid waste in order to fully accomplish <br />the waste diversion goals; and <br />WHEREAS, the Town of Chapel Hill Solid Waste Staff has been authorized as the lead agency representing <br />the governing boards of Carrboro, Chapel Hill , Hillsborough and Orange County in the matter of the solid <br />waste management plan required by the state, <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Orange County that the Board <br />hereby adopts a framework for a solid waste management plan as described in Attachment A. <br />BE IT FURTHER RESOLVED that Orange County adopts a base year of 1991-92 to calculate waste <br />reduction against, and County-wide goals of 45% solid waste reduction per capita by 2001 and 61 % <br />reduction per capita by 2006. <br />VOTE: UNANIMOUS <br />B. ADOPTION OF THE 1997-98 BUDGET, CAPITAL AND GRANT PROJECT ORDINANCES <br />BUDGET AMENDMENT #10 (CARRYOVER ITEM FROM THE CONSENT AGENDA) <br />Commissioner Carey clarified that the money for the loan pool and the Strategic Automation Plan <br />is in a reserve account. <br />Motion 1 - A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />adopt the 1997-98 Orange County Budget Ordinance as presented in the agenda. <br />VOTE: AYES, 4; NO, 1 (Chair Crowther) <br />Motion 1 b - A motion was made by Chair Crowther, seconded by Commissioner Carey to <br />approve the budget ordinance amendment, the grant project ordinances, and the capital project ordinances <br />as presented and as attached on pages (Item 8-K on the Consent Agenda) <br />VOTE: UNANIMOUS <br />Motion 2 - A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to <br />adopt the County Capital and School Capital Project Ordinances. <br />VOTE: UNANIMOUS <br />Motion 3 - A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis <br />to adopt the 1997-98 grant Project Ordinances as presented. <br />VOTE: UNANIMOUS <br />Motion 4 -A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to <br />adopt the 1997-98 Salary Schedule to be effective July 14, 1997. <br />VOTE: UNANIMOUS <br />Motion 5 -A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />adopt revisions to the Orange County Classification Plan effective July 1, 1997. <br />VOTE: UNANIMOUS <br />Motion 6 - A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis <br />to adopt the revisions to the Personnel Ordinance. <br />VOTE: UNANIMOUS <br />Motion 7 -A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to <br />adopt the County Fee Schedule with the understanding that this schedule will be reviewed for updating. <br />VOTE: UNANIMOUS <br />C.
