A+��L,4 4-6 <br />65 <br />Fairview Park Chronology <br />February 24, 2011 <br />Date <br />Activity <br />1950's — early <br />Town landfill operates on northern portion of 67 acre property. <br />1980's <br />Landfill closes as part of Northern Fairview community <br />revitalization (CDBG project. <br />Early- 1980's <br />CDBG project conducted in Fairview. <br />1983 <br />County acquires 42 acres of former town dump <br />1986 <br />Master plan for park on the County's 42 acres completed by <br />consultant, includes two baseball fields, other amenities <br />1989 -90 <br />County builds playground and parking area along Rainey <br />Avenue. <br />1992 -2002 <br />Several storm events help to delay further work at park — <br />tornado (11/92), Hurricane Fran (9/96), severe wind storm <br />(5/00) and ice storm (12/02). Portions of site used for storm <br />debris, some of which is chipped and buried on site. <br />1997 <br />At joint meeting of County and Town boards, Town Manager <br />presents plan for Fairview Park with Sports Endeavors, Inc., <br />proposes to use County and Town land for park with soccer <br />fields. <br />1998 <br />At joint meeting of Town and County boards, Mayor proposes <br />annexation of Fairview Park. Expansion of Fairview Park is <br />discussed. <br />1999 -2000 <br />Fairview resident James Stewart constructs baseball field <br />( "Field of Dreams ") atop portion of abandoned landfill. <br />2000 <br />County hires engineering firm to conduct <br />environmental /geotechnical analyses of the property. New <br />areas of landfilling identified, soils analyzed. <br />2001 <br />County voters approve Parks and Open Space Bond, <br />including funds for county and town parks. Bond includes <br />$850,000 for Fairview Park <br />2002 -03 <br />County improves ballfield, local teams play until concerns are <br />raised about health and safety as some landfilled materials <br />emerge during grading and dragging of field. <br />2002 <br />Town of Hillsborough constructs new police substation <br />(including meeting room used by community) next to <br />playground on County property. <br />2004 -05 <br />Improvements to playground and picnic area. Ballfield <br />maintenance is increasingly a problem — no further organized <br />play. <br />2004 <br />County and Town adopt a Memorandum of Agreement to <br />work together on a master plan to use both properties and <br />create a park and potential joint public works facility on <br />adjoining land. <br />
