A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to approve <br />and authorize the Chair to sign a contract amendment from the Orange County Partnership For Young <br />Children, the Local Smart Start Board which will enable the Orange County Health Department Dental <br />program to provide dental screening and education services to over 2,000 children, ages 0 - 5. <br />VOTE: UNANIMOUS <br />K. PRELIMINARY PLAN FOR BELMONT SUBDIVISION <br />Planner Eddie Kirk explained the common open space area of the plan and also the rationale for <br />the location of the septic field. The easements will be recorded for each lot. <br />Commissioner Gordon expressed a concern about the septic lines going under the roads and <br />across other property. She is disappointed that we have these offsite drain fields and feel that this is a <br />recipe for disaster. She would like to see if there was another way of doing this. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Brown to table this <br />Preliminary Plan for further information. <br />Commissioner Carey said that he understands the concerns but the planning staff and Planning <br />Board have reviewed this subdivision and the administration has made a recommendation . He also has <br />concerns but feels this is something that needs to be worked out between the property owner and the people <br />who buy these lots. <br />Chair Crowther said that this is the first subdivision to be submitted under the Flexible <br />development regulations and if we scrutinize every one that comes through, it will set a precedent. <br />NOTE: no vote was taken on the previous motion. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to approve <br />the Preliminary Plan for Belmont Subdivision per the Planning Board recommendation. <br />VOTE: UNANIMOUS, 4; NOS, 1 (Commissioner Gordon) <br />L. PRELIMINARY PLAN FOR CEDAR POINTE <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to approve <br />the Preliminary Plan for Cedar Pointe per the Planning Board recommendation. <br />VOTE: UNANIMOUS <br />9. ITEMS FOR DECISION -REGULAR AGENDA <br />A. Special Use Permit W-3-97 -ORANGE REGIONAL LANDFILL <br />The Board considered a Class A Special Use Permit application for an addition to the Orange <br />Regional Landfill. The Landfill is located on the north and south side of Eubanks Road, north of Chapel Hill <br />The subject property contains 12.76 acres and is located immediately west of the existing landfill on the north <br />side of Eubanks Road. The applicants are requesting a Class A Special Use Permit under Article 8.8.2 of the <br />Orange County Zoning Ordinance to construct a 4000 square foot vehicle maintenance building, to process <br />yard waste and storm debris on an ongoing basis, and to process recyclable materials which will include <br />white appliances, tire and scrap metal. <br />Roger Barr stated his opposition to this application. He noted that the property is in the rural <br />buffer which was created to preserve the rural character around Chapel Hill . Also, he does not feel that this <br />use is consistent with the Land Use Plan of the County. <br />A motion was made by Chair Crowther, seconded by Commissioner Carey to close the public <br />hearing and approve the Class A Special Use Permit per the Planning Board recommendation. <br />VOTE: UNANIMOUS <br />B. ADVERTISEMENT FOR PUBLIC HEARING FOR MAY 27, 1997 <br />Planner Mary Willis summarized the items which are scheduled to be heard at the Quarterly <br />Public Hearing. <br />Several comments, suggestions and changes were made to the advertisement. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Brown to remove the <br />Zoning Ordinance Text Amendments for private cemeteries from this public hearing. <br />VOTE: UNANIMOUS
