However, where there is standing water in wetlands and elsewhere, <br />there can be bugs and she wonders if anything can be done about them. <br />Commissioner Halkiotis expressed a concern that County Commissioners who are expected to fund a <br />middle school on this site, have to be personally escorted if they want to see this site. He asked the County <br />Engineer to explain why the Corp of Engineers have already marked the area. <br />Commissioner Halkiotis said that he read Geoffrey Gledhill's legislative package dated March 18 and <br />compared it with the information the County Commissioners considered on April 9. He asked that Chair <br />Crowther provide an explanation on the change of wording on the proposed local legislation for the Human <br />Rights Ordinance. Commissioner Brown was also interested in receiving an explanation. <br />Commissioner Brown said that she visited the Meadowmont site and would like to see a policy where <br />the County Commissioners have the right to do site visits for future schools. <br />Commissioner Brown thanked County staff for a very successful charrette on east Franklin street at the <br />future site of the Skills Development Center. They worked all day in getting a plan together for that site. It <br />was most successful <br />Commissioner Carey made reference to a letter from Planning Board Chair Karen Barrows which asked <br />for guidance on the issue of land dedicated to stub-outs in subdivision developments, to allow for access to <br />undeveloped land adjacent to the subdivision. He feels it is important to give the Planning Board some <br />guidance on whether or not the County Commissioners still support their present policy. This was discussed <br />later in the meeting on page 8. <br />Commissioner Brown made reference to the work session on the 15th and the EDC Strategic Plan. By <br />using the Economic Development Strategic Plan, she numbered the goals and listed her comments under <br />each goal, leaving room for the other County Commissioners to do the same if they so desire. A RESOLUTION OPPOSING THE PLANNED NORTH CAROLINA 751 CONNECTOR <br />Commissioner Gordon made reference to a copy of this abstract which has been modified to <br />emphasize deleting the plan from all Orange County plans. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Carey to approve the <br />resolution as stated below: <br />A RESOLUTION AFFIRMING ORANGE COUNTY'S <br />OPPOSITION TO THE PLANNED NC 751 CONNECTOR AND <br />DELETING THE CONNECTOR FROM ALL ORANGE COUNTY PLANS <br />WHEREAS, the Durham-Chapel Hill-Carrboro Urban Area Thoroughfare Plan depicts the planned <br />northward extension of NC 751 to connect US 70 with 1-85 (The "NC 751 Connector" ); and <br />WHEREAS, the NC 751 Connector is not depicted nor endorsed by any of the mutually adopted <br />Thoroughfare Plans by Orange County and the North Carolina Board of Transportation; and <br />WHEREAS, on January 16, 1995, the New Hope Creek Advisory Committee discussed the planned <br />connector road to NC 751 and identified as concerns the possible impacts on: <br />1) The NC 751 Scenic Road; <br />2) The Duke Forest research lands west of NC 751; <br />3) The New Hope Creek Corridor and tributaries including Mud <br />Creek and Sandy Creek; and
