APPROVED 9116197 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MAY 5, 1997 <br />The Orange County Board of Commissioners met in regular session on Monday, May 5, 1997 at 7:30 <br />p.m. in the courtroom of the Old Courthouse in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair William L. Crowther and Commissioners Margaret <br />W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen H. Halkiotis. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDING TAPES OF THE <br />MEETING WILL BE KEPT FOR FIVE (5) YEARS. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />It was agreed that items b, c, e, f, g, k and I would be removed from the Consent Agenda for separate <br />consideration. Report "C" (Presentation of 1997-98 Board of County Commissioner Goals) was removed and <br />will be added to the May 15 work session. <br />The Board added to the Consent Agenda item "o" - Modification of Board of County Commissioners <br />Meeting Schedule. Item 5-c for the Consolidated Housing Plan Annual Update was deleted and will be <br />placed on the next agenda. <br />2. AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda <br />Chair Crowther stated that citizens who have indicated a desire to speak on any item on the <br />printed agenda will be recognized at the appropriate time. <br />b. Matters not on the Printed Agenda <br />Mr. Talbert made reference to a letter and a visit from Zoning Enforcement Officer Jim Hinkley. He <br />has been cited for parking cars on a newly graveled area at his home. Chair Crowther referred this to staff <br />and requested a report on this specific situation. <br />Mr. Sim Efland made reference to the designation of water quality critical area around the Seven <br />Mile Creek reservoir. This was done primarily because this was the proposed site of a reservoir that never <br />materialized. The drainage from the highway has been changed and the water runs under the bridge and <br />across the road. He has property in this area and would like for the County Commissioners to consider <br />changing this designation so his property will be marketable. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the Public Charge. <br />3. BOARD COMMENTS <br />Commissioner Gordon made reference to a recommendation from the Innovation and Efficiency <br />Committee about placing a cap on the nondepartmental budgets. John Link said that they are focusing on <br />the outcomes of nondepartmental agencies and are considering a cap on funding. <br />Commissioner Gordon reported that she, Commissioner Carey and others took a trip to the <br />Meadowmont school site. There was standing water in the playfields which are not designated as wetlands.
