We have received the first <br />round of comments from the engineer reviewing our plan in the Construction, Grants and Loans <br />office. Our engineering consultant, Coulter Jewell Thames, has also received a copy of the <br />comments and we are working together on a response to the reviewer's comments. <br />State Revolving Loan Financing <br />Approximately two-thirds of the construction cost of this project will be paid for by SRF loans. <br />We are still on schedule with the SRF loan application timeline, which requires submittal of the <br />permit application by January 31, 2011. The next milestone is approval of our plans and <br />specifications, which must occur by May 1, 2011. As mentioned above, we are currently <br />working on responses to the first round of comments. In addition, the application for the SRF <br />loan must be turned in soon. Staff has set a goal of submitting the loan application by February <br />28, 2011. <br />Status of Grants <br />The EPA regional office has given us official notice of award of the two EPA Special <br />Appropriations grants that were earmarked in 2003 and 2005. These two grants will provide <br />approximately one-third of the construction costs of the Central Efland/ Northern Buckhorn <br />project. <br />Easement Acquisition <br />At this stage, all property owners from whom we need easements in the Efland area have been <br />contacted by County staff. Negotiations and finalization of the easement agreements are <br />underway.
