(Mary Bushnell, Harvey Goldstein and Lisa Stuckey) <br />VOTE: UNANIMOUS <br />The Board decided to readvertise for additional citizens to serve on this task force. Also, the <br />Commissioners will ask Robert Seymour whether he will agree to chair the Task Force. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to <br />approve the general content of an agreement with the Dispute Settlement Center to facilitate the Capital <br />Needs Advisory Task Force process and to authorize the Manager to sign the agreement subject to final <br />review by the County Attorney. <br />VOTE: UNANIMOUS <br />5. PROCLAMATION FOR MARTIN LUTHER KING, JR. DAY IN ORANGE COUNTY <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />approve the proclamation for Martin Luther King, Jr. day in Orange County as stated below: <br />PROCLAMATION <br />IN RECOGNITION OF MARTIN LUTHER KING, JR. DAY <br />IN ORANGE COUNTY <br />WHEREAS, Martin Luther King, Jr. awakened the nation to the hypocrisy of claiming freedom and justice <br />for all while perpetuating segregation, a system which legalized a second-class citizenship for <br />people of color, and <br />WHEREAS, Martin Luther King, Jr. struggled to break down barriers between people and to achieve <br />reconciliation and justice under the law for everyone, and <br />WHEREAS, Martin Luther King, Jr. appealed to the Constitution of the United States as the guarantee for <br />civil and human rights nationwide, and <br />WHEREAS, Martin Luther King, Jr. confronted People of Faith with the discrepancy between their <br />professed beliefs and their daily attitudes and actions toward others, and <br />WHEREAS, Martin Luther King, Jr. demonstrated how non-violent strategies of protest can bring about <br />significant social change and thereby inspired similar struggles for human rights on the part <br />of other minorities, such as women, the disabled, and gays and lesbians, and <br />WHEREAS, Martin Luther King, Jr. saw clearly the relationship between poverty and the abridgment of <br />human rights, and <br />WHEREAS, Martin Luther King, Jr. set for the nation a continuing agenda for the creation of a more <br />inclusive and just society, and <br />WHEREAS, nationwide jurisdictions now recognize the great legacy in the work and teachings of Martin <br />Luther King, Jr., not only for America but for the world at large, <br />NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners proclaims <br />January 20, 1997, as <br />MARTIN LUTHER KING, JR. DAY IN ORANGE COUNTY <br />BE IT FURTHER RESOLVED that the Orange County Board of Commissioners asks the community to join <br />in honoring Martin Luther King, Jr. by participating in local community observances of this day <br />and incorporating his goal and dream of human rights for all into their lives. <br />VOTE: UNANIMOUS <br />6.
