Crowther and Commissioners Margaret <br />W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen H. Halkiotis. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDING TAPES OF THE <br />MEETING WILL BE KEPT FOR FIVE (5) YEARS. <br />Chair Crowther welcomed everyone to the meeting. The agenda is stated below: <br />Solid Waste Management <br />Report on the Water and Sewer Boundary Agreement Process <br />Development Impact Assessment Model <br />Capital Needs Advisory Task Force Appointments <br />Proclamation for Martin Luther King, Jr. Day in Orange County <br />Review and approval of Topics for Future Work Sessions <br />1. SOLID WASTE MANAGEMENT <br />This item was presented so the County Commissioners could review the status of several <br />major solid waste management issues, and provide direction to staff on how to proceed. <br />John Link made reference to the Landfill Reorganization process and said that there is a <br />general consensus that a procedure needs to be developed to address compensation issues and ensure <br />communication with those who live in the area of the proposed landfill. The next step would then be to site <br />the landfill and to then establish the new organizational management system. There was also general <br />agreement to have Orange County be in charge of the waste disposal system in the future. <br />Commissioner Halkiotis said that he is against a management plan which would give some <br />other government entity the power to hire and fire. <br />Chair Crowther indicated that one of the functions for a new constituted board could be <br />advisory for hiring and firing. <br />John Link noted that he would still make the final decision for hiring and firing of personnel. <br />Commissioner Halkiotis said that it may be best to leave the solid waste division with Chapel <br />Hill and let them assume responsibility for disposal of solid waste. <br />Commissioner Halkiotis noted that Hillsborough is studying privatization of trash collection <br />which may be a concern because the County could not require the collector to use the County's landfill. <br />Commissioner Gordon noted that Carrboro had said that they want all the present employees <br />to keep all their benefits that they now have being employed by Chapel Hill . John Link said that the only <br />difference is that Chapel Hill provides a contribution to 401 K. <br />Commissioner Carey feels that if agreement could be reached on the responsibility issue that <br />they could move the integrated plan along. Key decisions need to be made to move the process along. <br />John Link said that running a landfill has fixed costs and when waste is reduced, the tipping <br />fees must increase to take care of that fixed cost.
