2 <br />As reflected in the meeting minutes, the Planning Board by clear consensus thought that the <br />January meetings adequately addressed their prior concerns. Staff responded to the Planning <br />Board's requests/recommendations and the proposed changes along with some staff- <br />recommended clarifying language and updated graphics were presented to the Planning Board <br />at its February 2 meeting. <br />Planning Board Recommendation <br />At its February 2, 2011 regular meeting, the Planning Board reviewed the packet of proposed <br />changes to the November 2010 Draft UDO and extensively discussed the topics. The Planning <br />Board took three separate votes summarized as follows: <br />1. The Planning Board is satisfied with the provisions contained in the draft UDO <br />regarding conditional districts. <br />Actual motion: to affirm that the conditional zoning section of the UDO as <br />discussed is at a reasonable level of perfection in phase one and the Board is <br />comfortable with the state of that section of the UDO. <br />Vote: 6-2 to approve. <br />(Note: one member who voted against the motion was dissatisfied with the wording <br />of the motion rather than the provisions regarding conditional districts, as the person <br />understands the provisions). <br />2. The Planning Board is satisfied with the provisions contained in the draft UDO <br />regarding stream buffers. <br />Actual motion: the Planning Board accepts the language on the stream buffers in <br />the UDO as they apply to phase one given the time that we have had to review all <br />the information. <br />Vote: 7-1 to approve. <br />3. Culminating motion: to approve the UDO with all the changes presented to the <br />Planning Board through tonight's meeting as is to be presented to the Board of <br />County Commissioners as an official approval from the Planning Board. <br />Vote: 7-1 to approve. <br />(Note: The discussion surrounding the motion makes it clear that the motion is to <br />recommend approval of the UDO in its entirety along with all revisions contained in <br />the full packet of revisions presented to the Planning Board. The full packet of <br />revisions will be included as an attachment to the quarterly public hearing materials). <br />Planning staff concurs with the revisions recommended to date by the Planning Board. <br />The Planning Board made its recommendation in advance of the February 28 public hearing so <br />that the Planning Board could focus on any new information resulting from the public hearing <br />and any BOCC directives at the Planning Board's March 2 regular meeting. The Planning <br />Board also discussed holding a special meeting in early March if it is necessary to complete its <br />work in time for the April 5, 2011 BOCC meeting. <br />Additional Public Outreach <br />As listed on the BOCC-approved schedule in Attachment 1, the County Manager sent a letter in <br />December to the municipal managers inviting requests for presentations on the UDO at <br />municipal meetings. Only the Town of Carrboro requested a presentation and Planning staff <br />
