• Children's Summer Reading Program -grant funds totaling $250 from the Wal-Mart <br />Foundation to fund children's programming at the Main branch Library. There is no <br />County match required for the receipt of these funds. <br />This budget amendment provides for the receipt of these funds for the above stated <br />purposes. (See Attachment 1, Column 4) <br />Sportsplex Enterprise Fund <br />5. To approve a budget amendment appropriating $24,890 from the Sportsplex Fund <br />Balance and the receipt of $24,890 from the Federal Energy Efficiency Community <br />Development Block Grant funds for the installation of energy saving Low Emissivity <br />Ceiling within the Sportsplex ice rink. <br />Orange County received a $48,000 grant from the Federal Energy Efficiency Community <br />Block Grant ("EECBG") energy Efficiency for County & Municipal Buildings (Recovery <br />Fund) program in April, 2010 to invest in proven energy efficient building systems within <br />the Triangle Sportsplex. The grant funds are available through December 31, 2011 to <br />provide a 50% match to County funds in providing for energy efficient systems to <br />significantly reduce energy use and carbon emissions while enhancing energy cost <br />savings. The Board approved the appropriation of $16,590 of grant funds at its <br />November 4, 2010 meeting for the installation of high efficiency lighting within the ice <br />rink leaving $31,410 available for low emissivity celings within the ice rink, and solar hot <br />water delivery systems for the public restrooms throughout the facility. <br />The County has solicited bids for the energy saving Low Emissivity Ceiling system in the <br />Sportsplex Ice Rink. Energie Innovation is the qualified low bidder for this installation, <br />submitting a bid of $49,780. Based in the pricing for the Low Emissivity Ceiling the <br />County will begin the process to received bids for a solar hot water system for the facility <br />as well. <br />The Sportsplex is aself-supporting County Enterprise Fund and will receive the direct <br />benefit of the reduced energy costs and therefore should share the cost of the <br />improvements. The approval of this Budget Amendment will not have a financial impact <br />on the County, and will account for all capital improvements in the Sportsplex Fund. <br />Sportsplex Fund: <br />Expenditures: Building Improvements $ 49,780 <br />Revenues: EECBG Funds $ 24,890 <br />Sportsplex Fund Balance Applied $ 24,890 <br />
