9 <br /> 1 The County Commissioners considered changes to the Animal Control Ordinance <br /> 2 eliminating the use of license tags, redefining "adequate shelter" and other changes that would improve <br /> 3 the County's animal cruelty investigation process. Health Director Dan Reimer made this presentation. <br /> 4 <br /> 5 In response to a question from Commissioner Brown, Animal Control Director John Sauls <br /> 6 explained the procedure for licensing an animal. <br /> 7 <br /> 8 Commissioner Halkiotis asked how many pets are vaccinated and John Sauls said 26,000 <br /> 9 animals are vaccinated. They estimate that there are 40,000 animals in the County. <br /> 10 <br /> 11 A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br /> 12 approve the recommended amendments to the Animal Control Ordinance as presented in the agenda, <br /> 13 effective January 1, 1997. <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 <br /> 17 E. STAFF ASSISTANCE FOR CITIZEN-INITIATED ORDINANCE AMENDMENTS <br /> 18 At its meeting on September 17, 1996, the Board of Commissioners discussed citizen- <br /> 19 initiated Ordinance amendments. In question was the amount of Planning Staff time which should be <br /> 20 spent assisting applicants in developing proposals, which may not be supported by the staff or <br /> 21 governing boards. <br /> 22 A motion was made by Commissioner Gordon, seconded by Commissioner Carey to <br /> 23 approve the policy with respect to the amount of staff assistance to be provided to citizens initiating <br /> 24 ordinance amendments as stated below: <br /> 25 <br /> 26 "The Administration recommends that a general description of amendments proposed by <br /> 27 citizens be presented to the Board of Commissioners for direction prior to the drafting of the proposed <br /> 28 text by the Planning Staff, and that the Board indicate at that time whether or not the Planning Staff is <br /> 29 to prepare ordinance test to be presented for public hearing. <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 <br /> 33 F. CHARGE TO CAPITAL NEEDS ADVISORY COMMITTEE <br /> 34 Commissioner Gordon suggested extending the timeline for this committee to complete its <br /> 35 objective and also narrowing the charge. This will be reworked and brought back for approval at the <br /> 36 meeting scheduled for Saturday. <br /> 37 <br /> 38 G. SOUTHERN VILLAGE ELEMENTARY SCHOOL FINANCING RESOLUTION <br /> 39 A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br /> 40 approve the resolution as attached to these minutes on pages which completes the <br /> 41 financing arrangements for the new Chapel Hill/Carrboro City schools elementary school to be <br /> 42 constructed in the Southern Village development <br /> 43 VOTE: UNANIMOUS <br /> 44 <br /> 45 <br /> 46 10. REPORTS <br /> 47 A. GROUND WATER RECHARGE RATES IN ORANGE COUNTY <br /> 48 Planner David Stancil summarized the findings of a U.S. Geological Survey report on ground <br /> 49 water recharge rates in Orange County.
