APPROVED 1212196 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />AUGUST 20, 1996 <br />The Orange County Board of Commissioners met in regular session on August 20, 1996 at 7:30 <br />p.m. in the OWASA Community Meeting Room at 400 Jones Ferry Road in Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners William L. <br />Crowther, Alice M. Gordon, Stephen H. Halkiotis and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL BACKGROUND INFORMATION ON ALL ITEMS REFERRED TO IN THESE MINUTES IS IN <br />THE PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. THE RECORDING TAPES ARE <br />KEPT FOR FIVE YEARS. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />The Board added to the consent agenda appointments to the Youth Services Advisory Commission. <br />An appointment to the Hillsborough Planning Board was added to the regular appointment item XI. Item VIII- <br />B " Retirement of Drug Dog" was removed from the Consent Agenda and item "K" Budget Appropriation to <br />Home Health Agency of Chapel Hill was removed from the Consent Agenda and will be considered at the <br />end of that agenda. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey said that citizens who want to speak to an item on the printed agenda will be <br />recognized at the time that item is considered. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Barry Jacobs, Chair of the OWASA Board of Directors, introduced the new Executive Director <br />Mr. Ed. Kerwin. Mr. Kerwin asked that the County Commissioners contact him if he can be of assistance. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the Public Charge. <br />III. BOARD COMMENTS <br />Commissioner Gordon referred to the report on County Commissioner membership which is <br />included as item X-F on the meeting agenda. The report summarizes the township residence of <br />commissioners for over forty years, beginning at the time when the Board was increased from three to five <br />members. The report shows that membership on the Board has usually included individuals from both <br />Chapel Hill Township and the remainder of the County. The only exception was the two and one-half year <br />period beginning in 1990, the first year that two women had ever served on the Board at the same time. Over <br />the years the most frequently occurring Board composition has been three members from Chapel Hill <br />Township and two from other townships. With reference to the Horace Williams report, she suggested that <br />she work with staff and bring back to the next meeting the specific issues for the Board to address.
