5 <br />NOTE: Each funded jurisdiction should begin preparatory review of existing capabilities as guided <br />by the FEMA developed Local Capability Assessment for Readiness. No scores will be assessed <br />in the first year, but local governments should begin the process of evaluation and learn the details <br />of the Local CAR tool.
